Dr Eugene Shum is the Director, Community Partnership at SingHealth Office of Regional Health.
He oversees community engagement and the integration of health and social care services in the community. Dr Shum led the development of the Neighbours for Active Living Programme, an innovative health and social integration programme that supports residents with high care needs in the community. He also spearheaded the set-up of CareLine, a relationship-based nationwide 24/7 urgent assistant telecare service for seniors. These initiatives received the National Medical Excellence Awards – National Clinical Excellence Team award in 2024 and 2022 respectively.
Dr Shum is a preventive medicine physician. He obtained his Master of Public Health from the Bloomberg School of Public Health, Johns Hopkins University. He is Adjunct Associate Professor at the Saw Swee Hock School of Public Health, National University of Singapore and the Singapore University of Science and Technology. His areas of interest are community and population health, and the built environment and health. Dr Shum is a Grassroots Leader and District Counsellor at the South East Community Development Council. He was conferred the Public Service Medal in 2020.
